JAILS IN AMERICA FOR 3.0 MILLION PEOPLE, DISPORPROTIONATELY BLACK AND MALE

Recently, I awoke from a nightmare. I was dreaming that I was still working for The Florida State Department of Education and visiting the many Juvenile Justice (JJC) Centers in Florida. This was the time of the year we performs Quality Assurance as a part of our responsibilities. My Section was directed to conduct monitoring and Compliance visits to Florida JJC in accordance with the requirements of law.
In my dream I was recalling one visit to a center in central Florida. I was in the compound walking with one of the guards to a class room. Suddenly a young boy was tugging at my arm. He began to plead with me, “ Please take me with you Dr. Sir . I’ll be good!!” The guard quickly moved between me and shoved the boy aside in the same motion moving me forward at a faster pace. I asked, “how old is the boy and what was he in for?“ He’s in here for being in the way of harm.” The guard responded. “He is about 12 years old. His mother’s boy friend was on drugs and trying to have sex with the boy.”
About 30 minutes later I heard the same boy screaming, “help me, help me, kill me, kill me!!“ The guard turned to me and said that every thing was ok. The little boy was being made a girl. In about 45 minutes the “meat wagon emergency vehicle” drove up. Two men went onto the community shower and removed to boy on a stretcher. “He alright, he is a girl now,” said the guard. “What else do you want to see,” he asked. I responded, “I would like to see the other side of the gate if you please.” I drove about a mile down the road, stopped and cried. I was certainly a part of this problem. There was no way of my getting this into my report. No one would help this boy. None of my superiors would allow this to get into any report. This cruelty of man to another child would yet again go unreported. It occurred to me that 60% of the inmates were Black males, therefore, they looked just like me. It would be easy for some one to take my badge, place me in one of these orange coveralls uniforms and I would be forgotten in the greater prison population.
After my retirement in 1995 I and two of my staff who were also retired at this time, took consultant positions with the Florida’s JJC for the purpose of reviewing the Centers for Quality Assurance. These Centers were privatization at this time. We lasted about four visits. None of our reports got past the political Select Exempt Staff (SES), who always performed editing of these documents, before the issuing of any report!! A final report for public consumption would always be sanitized.
It would be useful to read the article, “ Juvenile Justice The Final Solution, Scruggs, 1998“ It explains the operation of Florida’s “Privatized” JJC. Briefly the centers had five primary goals, 1. Keeping the beds full. 2. In mate control. 3. Inexpensive cost of materials and supplies which includes food fro inmates. 4. Inexpensive staff ( sometimes education staff previous inmates with no formal education but great size) 5. Retention of inmates as long as possible. I tried to report just what I saw in these centers. But again the political leadership and their SES appointees would again sanitize all reports. This is really why the Government employees, who are the “Bureaucrats” we all here about, are called “Lard Bricks” and “ Do Nothings” The political system does not allow the responsibilities of most positions to be carried out efficiently or at times not at all. I was not fired but I was not allowed to visit any of these centers again and my contract with great ceremony was not renewed.

Education for Black Males; or Road to Jails

This is the second stage of Black Male journey to manhood and maybe in to the justice system. The second stage is seen in the Public Schools K - 12 system. The article, “The Dog Boys, Who are they” (Scruggs, 1996, http://franklyspeaking.info ) Describes a Black boys track though grade school. Essentially, a Black male is perceived as a reject in grade school, he is treated as a failure, if he is active, as boys usually are, he is reported to have Attention Deficit Disorder (ADD) and placed on the drug Prozac or Ritalin activity inhibiters ( Reports show that more than 50% of children on these drugs (Jackson Advocate, Mississippi 22003) are Black and male), he then acts as a failure, he fails in great numbers, and too frequently finally end up in the Juvenile Justice System.

Jails Become “For Profit Institutions”

The jail system in the US grows up becomes a For Profit Business private business. It raw materials of this industry are disproportionately the Black males, the poor, the real criminals, who are systemically kicked into the way of harm. It’s primary objective is to make profits on the incarceration of over 3 million US citizens. The article “The Correctional System (now) Big For Profit Business,” (Scruggs, 1996, http://franklyspeaking.info) describes Florida’s Privatization of the Criminal Justice System. The article states in part, “Department of Juvenile Justice (DJJ) training session some where in Florida; "Good morning, welcome to the (DJJ) training for Quality Assessment (QA). This is our Juvenile Justice Industry. . . . . This is the fastest growing Industry in Florida today . . . . On September 26, 1994 on TV, a Black man, Mr. Harry Singletary, Secretary of Corrections, in The Great State of Florida was giving an enthusiastic report on the ahead-of-schedule production of Jail Cells. He said in essence, " Florida is doing a fantastic job in getting ready to quickly incarcerate large numbers of prisoners (people) by using pre-manufactured modular jail cells. We are ahead of schedule. . . . The possibilities and prospects of fostering this idea and creating the massive industry of building modular prison cells at a rate many time faster than on-the-site construction is staggering. That means that the U. S. has found the answer to getting not only the dangerous criminals of the streets, but this creates the opportunity and means to expand incarceration to other minor offenders and inconveniences; jay walkers, litters, those who do not know political incorrectness, Chinks, Japs, Jews!!! Well - maybe not Jews. . . . But for sure Black Males, Black Males and more Black Males!!!”

These “Private Jails” in Florida can make deals with other states and for a price to take inmates from that state and house them. In other words A Florida Private Prison can take prisoners from say Indiana and get money for housing them in Florida. Prisoners have been relegated to no more than a commodity which can be bought and sold like pigs or cows across state lines!

Facts On The Incarceration of Blacks

1. Incarceration is the norm for Black Males today.
2. Black unemployment is double that of whites (e.g. 11.8 to 5.5)
3. Black Incarceration in US 700 per 100,000 highest in world. The US has more of it’s citizens in prisons than even China, which has a population of over 1.3 billion people.
4. Black population in US equals about 12 percent, but 50 percent of the US prisons population is Black. (Bureau of Justice Statistics, )
5. 40% Black Males ages 20 to 29 are in prisons or on parole or probation.
6. One in 14 Black Children or 1.5 Million youth have a parent in prison.
7. Nearly one half of nations 3,9 million affected or Black Males cannot vote because of prison records.
8. 40% of Black Males age 18 to 30 are disenfranchised (Drucker, 2003)
9. Blacks comprise about one half of US 2 million prisoners inmates. The Bureau of Statistics, 1994 reports that there are about 678,300 Black Males in federal and state prisons. The US. National Center for Education Statistics, 1994 reports that 549, 600 Black Males enrolled in college. (Bureau of Justice Statistics) The Us has enough Blacks males in prison to populate three cities the size of Tallahassee, which is the capital of the Florida.
10. US spends 2.8 Billion to incarcerate Blacks and 12 Billion to lock them up (or $5337 dollars per FTE in College as compared to $14,667 dollars per inmate to lock them up). It costs nearly three times as much to lock Black Males up than to send them to college.
11. Florida was recorded as “an extreme case” with 49,000 Black Males in jails and 29,000 Black males in college which equals to nearly twice as many Black Males in Florida’s jails than in Florida colleges.(The National Urban League, 2003) Governor Jeb Bush pulled devious plans out to deny Florida education funds and in the next breath added $66 million dollars to the budget for building new jails. Finally, it was reported on the TV program “The Same Old Suspects” that in Tallahassee the prison population is 78% Black and mostly males! This is the highest of any state capital in the nation.

NOTE: There are fewer Black babies born today in the US than any time in recorded history! Nature does not facilitate sex between males to produce children. Further, the availability of easy access to abortion and birth control pills add to this sad condition.

If you look at the experience of the Jews in Germany during and before the holocaust it started the same way that we see here in A America with Blacks. There was no quick action with fanfare. It was slow and easy. The article “Juvenile Justice the Final Solution” (http://franklyspeaking.info/archives) it was described like this, “A yellow badge was issued by the Nazis to Jews for identification during the rise of the German Third Reich. For the greater number of inmates in the DJJ the innate badge of "color", Black serves this purpose and it is cheaper. Administration streaming was the skill of the infamous Herman Goring the Gestapo Officer who organized the bureaucracy to handle the Jews. Before this there were many offices that handled such things as social services, deportation, incarceration, and control. This made it a long and cumbersome process until Goring.
At first the Jewish children were taken away from their parents for re-education and indoctrination. The adults were taken to various detention center for other things, even social services. This evolved into a system and process of apprehension, and incarceration. There was a process of individual administration of death to Jews, single hangings and so forth. After this was done long enough to desensitize the public a larger number of Jews were put to death by firing squads. This was again was carried out long enough to desensitize the public. Then came the "Final Solution." The death camps were fitted with gas chambers for mass killing and the crematoria's were built. This was the death industry of the Nazi era.”

Ashcroft has received the ability to arrest and detain people who hw may label “a terrorist” without allowing them their right to a lawyer, or a phone call, and without any formal charges being filled! But we Americas know that this could never happen here, In America No!! No!! No!! Do you know where your incarcerated family member is???

NO ORGANIZATION SHOULD BE RESPONSIBLE FOR MONOTORING IT’S SELF

The recent report on the Space Shuttle, Columbia disaster ( C-Span, 8/26/2003) provides a great opportunity to address the problem of giving an organization the mandate of monitoring itself for product reliability and quality.
The committee, which investigated the Columbia disaster concluded in essence that providing the out-outsourcings companies which produced the shuttle and it’s components the important task of monitoring itself for what is termed “Quality Assurance” resulted in the Outsourcing Company sacrificing the safety of Astronauts for the company’s capitalistic goal of, “producing the piece of equipment (product) for the least cost and selling it for the greatest profit margin.” In other words NASA gave each Outsourcing Company a set of standards that provided the greatest safety of the product for the Astronauts, then allowed the company to monitor it’s self for compliance which resulted in the company at times falsifying reports or ignoring safety standards. This is a vivid example of what happens when organizations do self-monitoring. The Columbia disaster where seven souls were made a “shooting star“ can be laid solidly to the feet of “Privatizing and out-sourcing,” “Deregulation,“ “self-monitoring,“ -- all can be traced back to the Bush head-long dash to loot the Federal Treasure and diminish Federal Governmental power.
Thus, they finally produced a product at a more profitable and cheaper cost to the company. This Out-Sourcing of monitoring product (Atomic Energy Electrical Plant) was recorded vividly in the movie, “The China Syndrome!”
This is the common problem with the other programs which the Government Out-Source to Private For Profit (PFP) companies and agencies. They are allowing PFP companies, state agencies and local educational agencies to monitor themselves for compliance to the Law, Regulations, standards and objectives of the contacts/grants.
For example, in one of the greatest Federal Educational Programs, Title I/Chapter I/Compensatory Education the failure was that caused by allowing the foxes (those who were denying education the disadvantaged children) to monitor themselves for compliance to Law and Quality Assurance or compliance with the objectives of the program .No child died physically. But the educational deaths is the topic of politicians at all levels.
The Environmental Protection Agency in Florida is doing the same thing. The State of Florida and the Federal Government has placed members of the polluting industries on the committee with the responsible for monitoring their own polluting conduct..
What do you think about allowing convicted criminals to monitor or police the criminal population for compliance with the laws which they themselves are breaking!! How would it be if God allowed sinners to monitor themselves for the good and the bad they may do in life? Would there be many good people on earth or many people of any kind going to hell?
An example of misplaced internal monitoring we only have to consider what PFP prisons are doing to maximize their returns on the incarceration of American prisoners? Do they really provide good food, good reliable programs for rehabilitation of prisoners or maintain good treatment of their wards?

THE GIANT SUCKING SOUND YOU HEAR IS JOBS LEAVING AMERICA

Recently General Electric announced that 12,000 more jobs were going overseas with the moving of another of their operations. They made no bones about the fact that they were moving this manufacturing /production going to cheaper labor over \seas.
In August 2003 a manufacturing company, located in the small community in Georgia called Tecumseh Small Engines closed its doors and moved to Mexico City taking another 535 jobs held by American labor. This company took everything lock-stock-and-barrel to the new site for cheaper labor. This is the fourth loss of companies in this in small Georgia town. A visit to this small Mexican city of Cuauhtemoc found the very same machines that were located in Georgia!
While the workers in Mexico were making $8.00 per day (equal to $40.00 per week) the workers in America were paid $11.00 per hour (equal to $440.00 per week) in the US. This is the plight of many fellow Americans under the Trade acts and lack of Excise taxes in American trade policies. America under the Bush brothers vision of “New World Order” vision of the Bushes is devoid of anti-trust and tariffs that protect American goods and labor. Isn’t the same as Great Britain “World Vision/Order” where “The Sun never set on British Soil/Mercantile-Interest.”
America must remember what “Gandhi” did in India when their manufacturing jobs making cloth went to workers in Great Britain and ironically came back to India to sell for higher profits, “It is not good for India to wear these beautiful clothes manufactured in England while our factories go empty and our people go with these jobs that make this cloth. And while our children cry with empty bellies, go hungry and our men go without jobs. We must burn this cloth and learn to make home spun and ware it with pride,”
I have a lot of “stuff” myself around the house. As an exercise I went around and looked at where various products had been made. Had a TV made in Taiwan, Battery made in Japan, Shirt made in Italy, Shoes made e in Italy, Camera made in Japan, The last American manufacturer of TVs left the US in 2001 when Zenith went over seas.
2.7 million jobs have gone to cheaper labor out of the US. Since early 2001 2.4 million were manufacturing, 1 in 10 manufacturing American jobs have been lost to cheap labor. It is reported that there are about 2.4 million Americans looking for work today. Maybe America should to drop the demonized word “Protectionism” when it comes to tariffs on some goods coming into our country. Protectionism is really associated with the preservation of American jobs as well as creating fair competition for American products when sold in America. The competition with cheap labor in Third World countries should be better served if the sole outcome or objective of this arrangement was the increase of profits from the labor cheap alone. The only gain of this arrangement is overwhelmingly more money for business owners and the increase in unemployment lines of Americans. In the Douglas situation in Georgia there is an profit on labor alone is $440.00 divided by $40.00 = 1100 percent. This does not include the saving these companies make n\on lax pollution, labor laws, etc.
The right way, the more human way to conduct our push for globalization is to make trade laws where it brings the Third World laborers standard of living up to the living standards of the American workers. Moreover, living standards in the third world should be raised to the standards of US labors without a loss for either. The excess profits made on the backs of US labor by companies in moving overseas must be equalized by an excise tax on goods returning and being sold in America.

THE SHADOW GOVERNMENT MADE REAL( THE TYRANNY OF THE BOTTOM LINE)
Americans are facing one of the must critical times in it's history. The stage is set to determine the question of, "who really runs our government," Big Business/corporations or a government "of, for and by the people." Are the ideals of our democracy a reality or is the dilemma of corporate power the bottom line in the US?
` Countries such as Argentina have proved that when business is able to buy government absolutely "of, by, and for" the people changes quickly to "of, by, and for" the corporations/big business which sadly produces chaos followed by national disaster.
This administration makes no bones about who it feels is the must important population to satisfy.
The shadow government of powerful money has always been accepted by the public at large as a dilemma worth allowing in our political system. However, the balance the power of money becoming the "ideal and the reality" is being decided by the non-enforcement of the "laws against monopolies." These laws are called the "anti-trust laws." G. W. has demonstrated that he feels that big business gaining great power and sole ownership of industries will only be a good for the people.
But as we all see with the example of Enron, big business will run-a-muck if it is left on its own, un-regulated. The profit motive and the bottom objective will always serve the company and the individual(CEO) first and last.

In a corporate corruption case, a federal court, at the request of Fox News Corp, AOL Time Warner, GE, and Viacom, has provided a decision that could remove the last remaining regulations that prevent corporate conglomerates from monopolizing the American media and communication landscape.
A group of cooperation which has become known as the communications Cartel" has bought off and influenced politicians and the Federal Communications Commission, and has been casting aside media ownership rules.
The top two corporations in America Microsoft and Wal Mart holds in wealth approximately $195 billion, The top 52 corporations based in America holds wealth of approximately one half trillion dollars (Forbes magazine, The world's top billionaires, February, 2002 ). The national debt of the U. S. is six trillion (Bureau of Public Debt), The gross national product is One point two trillion dollars (National Coordination Board)
Corporations are already more powerful than elected officials of our government as recorded in the book "The Tyranny of the Bottom Line". If G. W. has by some chance read this book this is all the more reason that US citizens must know who are the names of the "Shadow Government" we here so much about. He has formalized the "Shadow Government.” Has he made the until now undeclared "Shadow Government" of Big Business the “Official (Shadow) Government?"

TRUTH AND CONSEQUENCES IN MEDIA

You may have noticed that it is hard for the public to know what is the truth and what is the spin on news on current events. In fact you must go to the web and get a variety of reporters views from many sources to start to know what is really going on in the war especially. The London Guardian publishes regularly a completion of several journalist on the views from several sources on the same subject.
Implicit in this activity is the serious question of how the US. preserves and supports Freedom of Speech under the powerful First Amendment. In addition, US. citizens must ask when does the War Act suppressed Freedom of Speech with Government controls -- When does war propaganda for the purpose of controlling reporting of the war security start and -- when does it cease. In this case of "The War on Terrorism" which is really an undeclared war with no real end, when will the First Amendment drive the War Act to a secondary position. A brief survey of the subject of "Reporting the War" found some interesting things that range from the benign to the believe or not.
Doug Ireland a New York-based media credit and commentator states in part, "The Pentagon, with the networks' consent, has imposed the tights restrictions on information yet seen in a military action. The first major evidence came at 2:15 on Tuesday morning, when CNN's Frank Buckley, reporting from the U. S. S. Constellation, finally revealed that previous 24 hours had already seen 24 bombing sorties in southern Iraq. The war had begun well before we were told, yet the TV news divisions either didn't know or chose not to tell us (other independent journalists)."
In an article by Cheryl Seal (Are Independent Journalists Being 'Executed' By the Bush Administration Baltimore Independent Media Center, March, 30. 2003) she write in part, " The number of casualties among independent journalists in Iraq is higher, percent-wise than ANY OTHER GROUP in the war zone . . Since the war started, a total of at least half a dozen (independent) journalists have been killed - an outrageously high percentage of casualties - the highest for any single group of people in the war zone, from the civilian support personnel to the soldiers themselves. It seems way, way beyond coincidence that most of the fallen journalists are non-embedded (uncontrolled) writers (independent) dedicated to telling the truth. The latest death is British reporter (Channel 4, ITN) Gaby Rado, covering the action in Northern Iraq. Rado died under mysterious circumstances in a "fall" from a hotel roof. (http://news.bbc.co.uk/2/hi/uk_news/2900379.stm ) Not long before, fellow ITN journalist Terry Lloyd was killed in Iraq by 'friendly fire' from Allied forces. Lloyd was one of the "unilateral" reporters, traveling freely around the war zone, as opposed to being "embedded." . . .
MARCH 11: British veteran Journalist Kate Adie warns that US. plans to target independent journalists. (story on Adie's interview on an Irish radio station: http://www.theinquirer.net/?article=8238 . . .
MARCH 30: As of this date, at least 5 independent and/or non-embedded journalists in Iraq have died from car bombs, friendly fire or mysterious accidents or have mysteriously disappeared. . .
Over all there are; 5 DEAD or presumed dead: . .. . 2 INJURED . . . .2 MISSING . . .
There are two alternative theories here:"
1. They were killed by the Iraqi government,
2. The two were real journalists who had . . . ."

The week of 3/22/2003 The Tallahassee Democrat reported that Knight Ritter was chosen by the US military to be one of their official reporters if they followed certain guide lines? (www.tdo.com) This looks as if there is some intended control, spinning and censoring of the news of the war.
In an interview by Hustler of Palast a program host Palast responded in part, "Hustler; What has happened to the news media in this country?; Pallets; I feel sick at heart when I see Rather . . . Hustler; What makes Rather afraid to do his job? . . . Palast; It's not just that there are brutal shepherds . . . .To do a heavy-duty story on Bush and his oil and Bush and his gold-mining company is beyond them (reporters) . . . Rather says he would be necklaced for telling the truth (A South African practice of placing an automobile tire around ones neck and setting it on fire)
Thomas Ball writes: "Red Alert! A new wave of terrorism is flooding across our great nation. Tearing and trashing our American freedoms, crushing the American spirit and firing upon our Constitution... . . .. These are the 'Free Speech' terrorists... McCarthy is their God, they know no other. They say if you don't support GWB, then leave the country, . . . . They become outraged when the news shows the true results of war. 'How dare they offer a free propaganda outlet to the enemy,' they say. They believe there is only one side to the story. Such is the mindset of the 'Free Speech' terrorist. The week of 3/7/2003 The web site YellowTimes.com was shutdown for cause. A notice was printed that some thing they had published about the war did not meet the approval of the Bush administration! The web site did come back up but was quickly shut down again and is presently down.
The week of 3/29/2003 NBC and CNN fired a well known Pulitzer Prize Winner Peter Arnettt for reporting something on the war that the Bush administration did not agree with (http://www.thestory.com, March 31, 2003).
The week of 3/29/2003 this was followed by FOX/FNC fired Rivera for reporting something on the war that the Bush administration did not agree with
The week of 3/28/2003 CSPAN2 was showing the faces of the 26 American solders, who had died in the "war" so for. These 26 solders which included 5 to 6 Black faces (about 21 percent of the total). Half way through showing these faces for the second time the screen went black, the host was heard saying in the background, "Oh! we are not to show this picture?" Sources report that the Black population in America is about 12 percent, in the armed forces it is about 37 percent and in the front lines they are about 47 percent!
We in the Us. can see today that misinformation and such dehumanizing phases needed to clearly and easily identify an enemy in times of war lingers on. our enemies have been labeled as, ; -- Jap Rats -- Nazi Pigs -- Dammed Yankees -- Nigger -- Spicks -- Wapps -- Genies -- Communist Dogs -- Dumb Blondes -- all these official tags live in Americans minds generations after the needed simple identifications has passed. The reason the US. has gone to war has always been "officially" recorded as a moral reason and a case of national treat. However, there are many records that demonstrate that the reason the US. goes to war is that of private business interest and the tag of morality provided to have an objective around which patriotic Americans would rally. How dead is truth and can truth really set you free??

That is what I think of when I look at our present Governor. Big Bush Man why don’t you hear us(the voters) when we call(speak) . . . Big Boss Man why can’t you hear us when we call . . . you ant’ so Big, you’re just tall(thin shallow in mind) That‘s all . . .
Florida citizens recently voted for a reduction in Class Size ( Tallahassee Democrat, 2003) which passed and became the “Law” of Florida. Florida citizens voted for a High Speed Rail System. Florida citizens voted the Equal Rights Amendment (ERA). Big Bush(Boss) Man why can’t you hear us when we Vote(call) -- Our Big Boss Man(Bush) Man wanted to ignore the will of the people in Reduction in Class Size (St. Petersburg Times, 2003) He wanted to revote the High Speed Rail System ( Randolph Pandleton, Tallahassee, 3/27/2003). He says the ERA is as dated as Bell-Bottoms(Pants) (Bill Cotterell, Tallahassee Democrat, 3/27/2003). Sense he can’t get what he wants, he, as our Big Boss Man instituted devious activities to deny the will of the voters!
Never before in the history of Florida State Government has a person, who is sworn to up-hold the laws of the state acted with such dedication to completely dissolve the institutions of government. Through profound arrogance, insufficient educational preparation, and the personality of a spoiled brat, who has to have their own way or no way, preemptively struck a mortal blow against the fourth largest state in the US. As state Government is dissolved and the buildings become empty, state services dry up and the Tallahassee, the state’s capital’s economy dries up before the eyes and quite voices of Tallahassee’s city fathers.
The Governor dissolved the Departments of Labor, Employment, Commerce, Child and Family services, Student Financed, Management Services, etc., and the State Library. The Florida Retirement System has been partially privatized, Affirmative Action has been scrapped resulting in the a 30 to 50 percent decrease the number of minorities accepted in Florida universities. The word on the street is that the Florida Department of Law Enforcement, State Highway Law Enforcement will be privatized, etc.
How can one man with a degree in Latin American Appreciation, no documented success in Private Business, no training in public Leadership go from the level of a questionable business person to the Governor of the fourth largest state in the US -- only in America -- with some devious election activities!!! For Blacks in Florida who are all the paid republican and democratic “head hunters,” roamed the state in force during the elections posing as Black Community Leaders, for pay.

It seems to old Frank(ly) that the whole political spectrum of governments, as America may see it, is but a child's run on the playground. I will provide this model as developed by "Sandsspur Tarven and Research Institute," located in Winter Park, Florida, with a Frank(ly) twist.
In a playground run by liberal or moderate principals and teachers the children are supervised lightly, recognizing that some children will dominate others, but that no children should be abusively bullied or denied access to the playground and its activities. Sense the Black children are disadvantaged and a protected group they must be provided equality under special regulations in swings set-asides for their cut of equality.
Socialism is illustrated by heavy-handed teacher intervention. Children have equality but little freedom-choice to play according to their whims. These interventionist teachers might, for example, prevent children from swinging on their stomachs, or from twisting the swings to their limit and letting it unwind with dizzying speed. Interventionist teachers are fanatics about equality and they make sure that every child gets exactly equal amount of time on each playground item weather they want it or not. Of course the result is that Freedom is sacrificed for the sake of equality and, since the freedom essential to fun is crushed, fun dwindles for everyone. Some Conservative will in an attempt to show up the Socialist set aside a "Charter Playground" to provide a competitive atmosphere for the public playgrounds, saying that this competition will provide children and parents with a "better quality" playground!! But if there are Black children there are special rules for protected class because without this they will(may) be placed on the twisting swings even in the middle of its dizzy spiral, and placed frequently on their stomachs in the swings all acts are providing them equality.
Just as destructive as the interventionist teacher system is the opposite extreme, promoted by conservatives: the lissez-faire teacher system Conservatives want the teachers to abandon the playground entirely so that the children can control everything. In such a circumstance, the biggest kids (representing wealthy big shots and the politicians who serve them) take over the playground for themselves by bulling and in intimidating everyone else. The result is a kind of "Lord or the Flies" scenario with playground bullies (tobacco executives and oil barons, greedy bond traders) getting away with murder since there is no teacher supervision whatsoever. There are no standards or guide lines for playground and equipment safety. There are minority bully sat-asides of playground equipment such as, yes, the monkey bars!! A bully takes the swings, one the see saws, another the slides, etc. The bullies take the children's lunch money as payment for the use of all equipment. The big kids who take over these things and all the fun things on the playground have a ball while the other kids get the shaft. The white bullies accuse the Blacks children of taking the swings and other fun things thus denying the white children of time on the Play things (Blacks are accused of taking jobs from whites in affirmative action) and the white children attack them leaving the bullies to sit on the spoils unmolested. In fact the bullies become admired by all for their ability to exploit the other children and all provide the bullies honor and respect!! When the children are asked to raise their hands to vote the Black(protected groups) hands are not counted (They can vote but they will not be counted)!!
Frank(ly) Speaking, it seems that no matter what political playground scenario America may see, Blacks are inevitability assigned their corrner of hell!!

REALITY 2003 TOO MANY NON ESSENTIALS, LIES AND TRUTH ONLY SOME TIMES

Educated progressives and Black citizens more than any other group has the scared obligation to educate Blacks other Americans on the highly important and critical issues of today. Graduates from Morehouse, University of Florida, Yale, University of Mass., Florida Atlantic University, etc. are the blessed people who must add their voice to issues that are regularly being misrepresented and lied about by our fellow American Leaders. From the lie that Columbus discovered America to George W. Bush won the presidential election 2000. The truth is slain every day and history books will carry these lies to all our children. Here are a few issues that are critical for voices of truth.

1. Jeb Bush never won the governorship of Florida in 1997 on 2004.

2. G. W. Bush stole the president in 2000.

3. Gore decided to throw the Black votes away in 2000 even if they could win the Presidential election!

4. G. W. established a "Wag The Dog" war by the script a war which is on terrorism that has no end; no President has ever loss an election during war time in the US.

5. Rice is Nice for a Price.

6. Powell sacrificed his public trust gained when he stood up Affirmative Action and against Lott and paid the price when he had to be to be the spokesperson for the big lie on Iraq.

7 FBRC paid by the Republicans became the assign of Black reality. But lost votes for the party that paid for that support in election 2003.

8. The "Corporate Industrial Criminal Complex" resides in the US, It has no National patriotic loyalties, runs the world, craps on the earth’s natural resources and serves as the US representative for foreign policies. (Capitalism is Legalized Robbery by Gary Sudborough 12:46pm Sat Mar 1 '03 )

9, The "Christian Evangelist Industrial Complex" established "Faith Based the Initiatives" and therefore, has a direct telephone line to God and the Nation’s Treasure.

10. The Oil line is being constructed in Afghanistan by US corporations under the protection of the US military.

11.The New York Stock Market Exchange "Brokers" are no more than "Bookies" in the image of the races track horse race bookies. The former is legal and the latter is illegal .

12. Seats on the New York Stock Exchange are held by the same type of gangsters as seen in Los Vegas club owners. They legally cream off the top of all financial transactions while taking advantage of insides information to own Preferred Stock and make big bucks on the trading/gambling of the "Little Investor." The Little investors are the player of the slot machines-one armed bandits and trading trash and common stocks counting on finding a bigger sucker than they were when they bought the stock.

13. US international policy is a policy run by corporations to make profit, exploitation without regard for democracy, or human rights. Corporations have always preferred tyrants, dictators, monarchs, Kings, oppressive regimes and things.

14. US Blacks are allowed the economic domain of athletics, entertainment, and religion. They took these lemons and made lemonade but forgot to get the vessels in
which to hold the income. They are just now trying to create their own cash receivers.

15. US plans to use the Neutron bomb against Iraq in the oil fields which kills people while leaving buildings standing .

16. Electric or hydrogen fueled automobiles will not solve the automobile pollution problem and world greenhouse effect. When the US leaders use either of these options as a way to get us off fossil fuels they are lying to the public if "oil-gasoline-fossil fuel" is left as a part of the energy process/cycle.
Hybrid automobiles are just as big a polluter as the pure gasoline automobile. This is because it take just as much gasoline while the gasoline engine is running to produce the electricity that will alternately power the automobile when the gasoline engine is off.

Burning Fossil-Oil fuel (100% oil dependent) in Public Electric Utilities produces heat, heat boils water to make steam, steam turns turbines to produce electricity, electricity charges batteries for automobile use. Therefore, there will be just as much pollution produce but at a central location, the electric plant. (electric, electric hybrid and hydrogen fuel automobiles).

Hydrogen fueled automobiles are pollution free. However, the production of hydrogen has to be free of oil-fossil fuel raw materials in making hydrogen to make this option pollution free.

Atomic energy (although free of pollution emissions produce radio active by-products harmful to humans which last for thousands of years) produces heat, heat boils water to steam, steam turns turbines to produce electricity, electricity charges batteries for automobile use. JAILS IN AMERICA FOR 3.0 MILLION PEOPLE, DISPORPROTIONATELY BLACK AND MALE

Recently, I awoke from a nightmare. I was dreaming that I was still working for The Florida State Department of Education and visiting the many Juvenile Justice (JJC) Centers in Florida. This was the time of the year we performs Quality Assurance as a part of our responsibilities. My Section was directed to conduct monitoring and Compliance visits to Florida JJC in accordance with the requirements of law.
In my dream I was recalling one visit to a center in central Florida. I was in the compound walking with one of the guards to a class room. Suddenly a young boy was tugging at my arm. He began to plead with me, “ Please take me with you Dr. Sir . I’ll be good!!” The guard quickly moved between me and shoved the boy aside in the same motion moving me forward at a faster pace. I asked, “how old is the boy and what was he in for?“ He’s in here for being in the way of harm.” The guard responded. “He is about 12 years old. His mother’s boy friend was on drugs and trying to have sex with the boy.”
About 30 minutes later I heard the same boy screaming, “help me, help me, kill me, kill me!!“ The guard turned to me and said that every thing was ok. The little boy was being made a girl. In about 45 minutes the “meat wagon emergency vehicle” drove up. Two men went onto the community shower and removed to boy on a stretcher. “He alright, he is a girl now,” said the guard. “What else do you want to see,” he asked. I responded, “I would like to see the other side of the gate if you please.” I drove about a mile down the road, stopped and cried. I was certainly a part of this problem. There was no way of my getting this into my report. No one would help this boy. None of my superiors would allow this to get into any report. This cruelty of man to another child would yet again go unreported. It occurred to me that 60% of the inmates were Black males, therefore, they looked just like me. It would be easy for some one to take my badge, place me in one of these orange coveralls uniforms and I would be forgotten in the greater prison population.
After my retirement in 1995 I and two of my staff who were also retired at this time, took consultant positions with the Florida’s JJC for the purpose of reviewing the Centers for Quality Assurance. These Centers were privatization at this time. We lasted about four visits. None of our reports got past the political Select Exempt Staff (SES), who always performed editing of these documents, before the issuing of any report!! A final report for public consumption would always be sanitized.
It would be useful to read the article, “ Juvenile Justice The Final Solution, Scruggs, 1998“ It explains the operation of Florida’s “Privatized” JJC. Briefly the centers had five primary goals, 1. Keeping the beds full. 2. In mate control. 3. Inexpensive cost of materials and supplies which includes food fro inmates. 4. Inexpensive staff ( sometimes education staff previous inmates with no formal education but great size) 5. Retention of inmates as long as possible. I tried to report just what I saw in these centers. But again the political leadership and their SES appointees would again sanitize all reports. This is really why the Government employees, who are the “Bureaucrats” we all here about, are called “Lard Bricks” and “ Do Nothings” The political system does not allow the responsibilities of most positions to be carried out efficiently or at times not at all. I was not fired but I was not allowed to visit any of these centers again and my contract with great ceremony was not renewed.

Education for Black Males; or Road to Jails

This is the second stage of Black Male journey to manhood and maybe in to the justice system. The second stage is seen in the Public Schools K - 12 system. The article, “The Dog Boys, Who are they” (Scruggs, 1996, http://franklyspeaking.info ) Describes a Black boys track though grade school. Essentially, a Black male is perceived as a reject in grade school, he is treated as a failure, if he is active, as boys usually are, he is reported to have Attention Deficit Disorder (ADD) and placed on the drug Prozac or Ritalin activity inhibiters ( Reports show that more than 50% of children on these drugs (Jackson Advocate, Mississippi 22003) are Black and male), he then acts as a failure, he fails in great numbers, and too frequently finally end up in the Juvenile Justice System.

Jails Become “For Profit Institutions”

The jail system in the US grows up becomes a For Profit Business private business. It raw materials of this industry are disproportionately the Black males, the poor, the real criminals, who are systemically kicked into the way of harm. It’s primary objective is to make profits on the incarceration of over 3 million US citizens. The article “The Correctional System (now) Big For Profit Business,” (Scruggs, 1996, http://franklyspeaking.info) describes Florida’s Privatization of the Criminal Justice System. The article states in part, “Department of Juvenile Justice (DJJ) training session some where in Florida; "Good morning, welcome to the (DJJ) training for Quality Assessment (QA). This is our Juvenile Justice Industry. . . . . This is the fastest growing Industry in Florida today . . . . On September 26, 1994 on TV, a Black man, Mr. Harry Singletary, Secretary of Corrections, in The Great State of Florida was giving an enthusiastic report on the ahead-of-schedule production of Jail Cells. He said in essence, " Florida is doing a fantastic job in getting ready to quickly incarcerate large numbers of prisoners (people) by using pre-manufactured modular jail cells. We are ahead of schedule. . . . The possibilities and prospects of fostering this idea and creating the massive industry of building modular prison cells at a rate many time faster than on-the-site construction is staggering. That means that the U. S. has found the answer to getting not only the dangerous criminals of the streets, but this creates the opportunity and means to expand incarceration to other minor offenders and inconveniences; jay walkers, litters, those who do not know political incorrectness, Chinks, Japs, Jews!!! Well - maybe not Jews. . . . But for sure Black Males, Black Males and more Black Males!!!”

These “Private Jails” in Florida can make deals with other states and for a price to take inmates from that state and house them. In other words A Florida Private Prison can take prisoners from say Indiana and get money for housing them in Florida. Prisoners have been relegated to no more than a commodity which can be bought and sold like pigs or cows across state lines!

Facts On The Incarceration of Blacks

1. Incarceration is the norm for Black Males today.
2. Black unemployment is double that of whites (e.g. 11.8 to 5.5)
3. Black Incarceration in US 700 per 100,000 highest in world. The US has more of it’s citizens in prisons than even China, which has a population of over 1.3 billion people.
4. Black population in US equals about 12 percent, but 50 percent of the US prisons population is Black. (Bureau of Justice Statistics, )
5. 40% Black Males ages 20 to 29 are in prisons or on parole or probation.
6. One in 14 Black Children or 1.5 Million youth have a parent in prison.
7. Nearly one half of nations 3,9 million affected or Black Males cannot vote because of prison records.
8. 40% of Black Males age 18 to 30 are disenfranchised (Drucker, 2003)
9. Blacks comprise about one half of US 2 million prisoners inmates. The Bureau of Statistics, 1994 reports that there are about 678,300 Black Males in federal and state prisons. The US. National Center for Education Statistics, 1994 reports that 549, 600 Black Males enrolled in college. (Bureau of Justice Statistics) The Us has enough Blacks males in prison to populate three cities the size of Tallahassee, which is the capital of the Florida.
10. US spends 2.8 Billion to incarcerate Blacks and 12 Billion to lock them up (or $5337 dollars per FTE in College as compared to $14,667 dollars per inmate to lock them up). It costs nearly three times as much to lock Black Males up than to send them to college.
11. Florida was recorded as “an extreme case” with 49,000 Black Males in jails and 29,000 Black males in college which equals to nearly twice as many Black Males in Florida’s jails than in Florida colleges.(The National Urban League, 2003)

NOTE: There are fewer Black babies born today in the US than any time in recorded history! Nature does not facilitate sex between males to produce children. Further, the availability of easy access to abortion and birth control pills add to this sad condition.

If you look at the experience of the Jews in Germany during and before the holocaust it started the same way that we see here in A America with Blacks. There was no quick action with fanfare. It was slow and easy. The article “Juvenile Justice the Final Solution” (http://franklyspeaking.info/archives) it was described like this, “A yellow badge was issued by the Nazis to Jews for identification during the rise of the German Third Reich. For the greater number of inmates in the DJJ the innate badge of "color", Black serves this purpose and it is cheaper. Administration streaming was the skill of the infamous Herman Goring the Gestapo Officer who organized the bureaucracy to handle the Jews. Before this there were many offices that handled such things as social services, deportation, incarceration, and control. This made it a long and cumbersome process until Goring.
At first the Jewish children were taken away from their parents for re-education and indoctrination. The adults were taken to various detention center for other things, even social services. This evolved into a system and process of apprehension, and incarceration. There was a process of individual administration of death to Jews, single hangings and so forth. After this was done long enough to desensitize the public a larger number of Jews were put to death by firing squads. This was again was carried out long enough to desensitize the public. Then came the "Final Solution." The death camps were fitted with gas chambers for mass killing and the crematoria's were built. This was the death industry of the Nazi era.”

Ashcroft has received the ability to arrest and detain people who hw may label “a terrorist” without allowing them their right to a lawyer, or a phone call, and without any formal charges being filled! But we Americas know that this could never happen here, In America No!! No!! No!! Do you know where your incarcerated family member is???

COLLEGE INFORMATION IN COURSES 101 and MOST POLITICIANS ARE AMORAL

There are five foundational and fundamental institutions that make up the society we call America. They are; Family, Religion, Economics, Politics, and Education. It appears that the institution of economics/capitalism-Big Business has become so powerful that it has forced all other US institutions to adapt the bottom line, profits as the measure of its usefulness and success. This misguided philosophy is what is driving the privatization of US government services.

ECONOMICS:
The financing of government is done through the “Taxes” collected from of the people in it institutions. The two distinct categories of taxes are 1. Regressive and 2. Progressive. The most progressive tax is the flat tax on individual income. All college students learn this in economics and government 101. The most Repressive tax is a tax on consumption. In this tax the consumer gets the unequal burden of contribution to government. America has the most Regressive tax system of any civilized country. The big business owners profit most in a Repressive tax system and pay essentially nothing because there are loop holes they have developed to hide their wealth. Moreover, the average citizen pays the full cost of operating government. Corporations pay essentially nothing! That is why corporations love US’s Regressive tax laws.

RELIGION:
In the Americas, Judo-Christian religions are the most dominant religions practiced. Although there is a distinct separation of church and state, the US Constitution has many places in this document that allude to “God” for its guidance. Further, the simple rules that will allow these Judo-Christians to meet their maker(s) in good health are exemplified in the ten commandments of Christianity; 1. Thou shall not steal, 2. Thou shall not covert thou neighbors wife, 3. Thou shall honor thou mother and father, 4. Thou shall not bare false witness (lie), 5. Thou shall not kill. 6.Remember the Sabbath and keep it holey. 7., 8., 9., 10. Organized religion has killed the tenants of Christianity. The leaders of organized religion have co-opted the ten cardinal rules and convinced the congregation that there are these deep mysterious meaning in religion which denies the average person the easy understanding and decoding of the meanings of their Bibles. When the church’s Deacon boards say, “This is not a church activity.” The Minister says, “I am The Church!!” This solidifies the ministers position as a unique human, who is like a Prophet receiving a revelations directly from “God.” and thus standing between the congregation and their God(s). This provides leaders in religion the leverage of a financial base on which to live above the rest of the congregation.

POLITICS:
There are three modes of conduct a politician could adapt is gaining and conducting leadership. 1. Moral. 2. Amoral. 3. Immoral.
To be moral a person and leader you must be concerned with the judgment based in principals of right and wrong in relation to human actions and character. These rules are reflections of the ten Commandments.
To be Immoral a person is to be the opposite of being moral. All his actions are for the most part contrary to the commandments of his religion and to the detriment of human kind. Their actions are basally selfish, devious, mean spirited, evil and deliberately hurtful.
To be Amoral a person is neither Moral nor Immoral. They are lacking conscience and compassion for humanity. They act in the way that provides them and their interests the upper-hand and more than their share to the fruits of their worlds. Notability, there is no such thing as a “Compassionate Conservative” as US defines a Social-Political , Conservative. The end always justifies the means.

US Politicians today all seem to be, for the most part, somewhat to totally “Amoral.” When they lie and call it “not being entirely forth-coming“. When it is good for their cause, they steal and sometimes kill and call it “playing outside of the box.” In fact it seems to be an unwritten rule that, “no politician calls the other an out-right LIE at any time.” This of course down right confuses the voter big time!!! When it is to their benefit, the Amoral will sacrifice their best friends and even family if it gets them where they are going. This seems to be the norm for politicians of today.
For example, President G. Duba is Amoral when he says, “there is irrefutable evidence that Iraq has Weapons Of Mass Destruction ( http://middleeastreference.org.uk/ios030711.html )” in Iraq, while the best experts in the world say there are none in Iraq.” Florida Governor, Jeb Bush is Amoral when he says, “He is the education Governor.” while admittedly doing devious things to undermine education (by his own confession in his campaign for Governor 2003, CNN 2001) and providing nothing much for education support in the state of Florida budget.

“Public Service Business VS For Profit Business or Privatization.”

There is a distinct difference between the objective of a Business for Profit and a Public Service Organization/Business.
The public services provided to citizens through “Public Servants,” who work for government Organizations are supported by taxes. These needed human services are conducted regardless of the cost of delivering these life supporting activities.
Contrastingly, the “For Profit Organizations(FPO)/Business“ provide service specifically for the maximum cash returns/profit looking to use a minimal investment(s) for a maximum financial return.. When profits of FPO fall off they decrease the investment and thus provide pared back or cut out services regardless of the negative effect it has on the public they serve.
This is again nothing but Economics and Public Administration 101. This seems to be a fact that the “privatization” group has not learned or has deliberately ignored. These advocates for Privatization of all Public Business and Government functions must have been asleep during these required college course or majored in a non-economic and public service courses as Spanish Language appreciation.
